Jeffrey A. Menzer
Since 1995, Jeffrey Menzer has provided consultation to a variety of government and private entities with a focus on evaluation, quality management and survey research. Jeff's work with the HIV/AIDS Bureau of HRSA involved development of program initiatives on training and technical assistance. As Director of Quality Improvement Studies for the Baltimore City Health Department's Ryan White Program (under contract), he oversaw the design of a city-wide project to assess the delivery of HIV/AIDS care services. He has been an external evaluator for many local agencies, developing logic models and evaluation plans for Ryan White-funded programs. Jeff is also a technical writer and has worked for clients like the National Institutes of Health and other federal agencies. He has served as a team leader and member of site review panels and was a national consultant to build capacity for local agencies. From 1996 to 2002 he was Principal Investigator for a federally-funded demonstration grant to provide permanency planning services to families affected by HIV/AIDS in the District of Columbia. He also led successful efforts to enact Standby Guardianship legislation in the District of Columbia and served on a national technical expert group to advise HHS on permanency planning. Prior experience includes program management, policy analysis and advocacy efforts for local, State and national organizations in the areas of HIV/AIDS and publication education. The agencies include AmFAR, The U.S. Conference of Mayors, and the D.C. Commission of Public Health. Jeff is a Registered Nurse with clinical experience in outpatient, home care and hospice settings and is certified in AIDS care (ACRN). He currently works as a nurse in an adult inpatient hospital ward on a part-time basis. |
